VR should always be off unless you explicitly require it. VR should usually be off for shutter speeds over 1/500. It should be off if you're on a stable tripod even if the VR system says it is tripod aware. Basically, VR should be off unless you can guarantee that without it, you'll get camera motion in your shots.
